Refactor out Application details from Horizon (#1236)

* Initial Application refactor

* Misc typo and access modifier fixes

* Clean unused namespaces

* Address gdkchan's comments

* Move ticket reading to common method

* Change IParentalControlService to use ApplicationLoader.ControlData
