79ebd26605 Remove VcpkgCmdArguments.check_and_get_optional_command_arguments() overload 
Also, use Util::Sets::contains() where possible.

e17de99599 [vcpkg] Re-layout all files using new organization scheme. 
All filenames and directories are lowercase. Use dots for namespace separation.
