[Skylanders] Fix speed-up above 120 FPS (SSA, SG and STT) (#685 )

The changes in this update make it so that going above 120 FPS on Skylanders: Spyro's Adventure, Giants, or Trap Team, the game no longer speeds up.

Thanks to WinnerHombre and @SuperSamus for these changes!
